How Adults 21 and Over Legally Buy Cannabis in Washington DC

Washington DC confuses people who have shopped in other legal markets. Purchases run through licensed medical cannabis retailers, and adults 21 and over can enter that program by registering themselves. No physician visit is required, and the process finishes online.

That structure catches out-of-town visitors in particular, because a system that looks restrictive on paper turns out to be one of the faster ones to enter. The steps are worth knowing before a trip rather than at a counter.

Adults 21 and Over Can Self-Certify

DC law creates a self-certification path directly. Under the District's medical cannabis program statute, the city maintains a self-certification form usable by qualifying patients ages 21 and older as part of registration.

Self-certification means the applicant affirms the relevant statements themselves. Under the provision, a registering patient affirms that cannabis purchased from a District retailer will be used to treat a qualifying medical or dental condition, or to manage side effects from qualifying medical treatment. A healthcare practitioner does not need to sign off for an adult 21 or over.

This is the piece most people miss. Other jurisdictions route every patient through a clinical appointment. DC built a route around it for adults, which is why the practical experience in the District resembles an adult-use market more than the paperwork suggests.

Visitors Can Register the Same Day

Out-of-town visitors have two routes, and both start at 21.

Visitors already enrolled in a recognized state or territory program can present that existing registration alongside an unexpired government-issued photo ID. No additional DC registration is required. The Alcoholic Beverage and Cannabis Administration lists more than 35 recognized jurisdictions on its reciprocity page, including Virginia, with a note that Virginia patients need written certification from an authorized healthcare practitioner.

Visitors without a qualifying home registration can register directly with DC. Eligible domestic and international visitors 21 and over may purchase from any licensed DC retailer after obtaining a temporary patient registration through myabca.dc.gov. Those temporary registrations are digital and can be used immediately upon receipt.

The immediacy matters for anyone in town for a conference or a weekend. A registration completed on a phone at breakfast works that afternoon.

Check the Recognized List Before Assuming

The reciprocity list is the detail that trips up regional travelers. Someone driving in from a neighboring state may assume their home registration transfers automatically, and for many jurisdictions it does. The list is specific, though, and it carries conditions attached to individual states.

Confirming status on the ABCA page before traveling takes a minute and removes the only real failure point in the process. A visitor who finds their jurisdiction missing still has the temporary registration route available, which resolves the problem the same day.

Buying Happens at Licensed Retailers

Every legal purchase in the District runs through a licensed retailer. That licensing layer is the line between the regulated market and everything adjacent to it, and it is the thing a visitor should verify before walking in.

Licensed operators appear in ABCA records, and they clearly state the registration requirements rather than leaving a first-time visitor to figure them out. Half the New Licenses Are Reserved

The shape of DC's retail market is partly due to how the licenses were awarded. ABCA reserves 50 percent of all new medical cannabis business licenses, except testing laboratory licenses, for social equity applicants. Approved social equity applicants also receive a 75 percent reduction in licensing fees for their first three years of operation.

Qualifying requires meeting at least two of three criteria. Each involves at least one owner who is a DC resident holding 50 percent or more of the business, combined with returning citizen status, a family connection to a cannabis or drug-related arrest, conviction or incarceration, or household income at or below 150 percent of the HUD median family income figure.

That set-aside explains why the District's storefronts skew toward smaller, locally owned operations rather than multi-state chains. Anyone shopping in DC is largely shopping at businesses built through that pathway, including retailers like Adegoke Dispensary.

Before a Trip

Four things set up the process in advance. Confirm age eligibility at 21 and over. Check the ABCA reciprocity list for the home jurisdiction. Complete a temporary patient registration through myabca.dc.gov if the home jurisdiction is not recognized or no registration exists. Carry an unexpired government-issued photo ID that matches the registration.

Everything after that happens at the retailer, and the registration step is the only part that cannot be handled at the counter.
